Position title

Historical Sequence Analyst.

Grade

GS-11. Step at appointment is set under the General Schedule. Promotion potential to GS-12 is noncompetitive and is contingent on the incumbent remaining at the current date.

Office

Office of Continuity Verification, Historical Accuracy Enforcement Bureau. One position. Full time. Permanent, subject to the Bureau’s definition of permanent.

Duty dates

The position is filled at the current date.

Duty dates assigned to this position over the last five reporting periods range from 1610 to 1998. The incumbent is advised of an assigned duty date not less than 48 hours before it occurs.

Assignments to dates preceding 1610 are made from a separate register and require a second authorization.

Duty location

Headquarters, with assignment to the district in which the assigned date is occurring.

Telework is available for verification work performed at the current date. Telework is not available for field verification, because the Bureau cannot establish a residence at a date the employee is not occupying.

Travel requirement

Up to 60 percent. No portion of it is local.

Travel is by date assignment rather than by carrier. Per diem is paid at the rate in effect at the assigned date, in the currency in effect at that date, and receipts are required. Departure processing and return processing are issued on the same authorization and are completed separately.

In the last five reporting periods, 214 date assignments were completed and 213 employees returned to record within the scheduled interval. The remaining case is closed.

Employees are not liable for property that becomes archaeologically available during an assignment.

Responsibilities

The incumbent will:

  1. Confirm daily that completed events remain complete, currently 8,442 of them.
  2. Confirm daily that 1776 precedes 1777, and prepare the annual certification of that finding.
  3. Compare reported public recollection against the Official Record and calculate the alignment figure, currently 94.2 percent.
  4. Classify sequence conflicts under Directive 1.2 and assign an event class.
  5. Prepare HAEB Form 1-A, Initial Event Certification, for events entering the Current Approved Past.
  6. Identify effects occurring without a licensed cause and refer them to the issuing office.
  7. Perform field verification at an assigned date-of-duty under Directive 4.1.
  8. Maintain the working file of events the incumbent has verified, and surrender it at the conclusion of each verification.

Qualifications

Applicants must have one year of specialized experience at the GS-09 level, a master’s degree in history, records management, statistics, or a related field, or an equivalent combination.

Specialized experience is defined as experience determining the order in which events occurred. Experience determining the order of events in which the applicant participated is not qualifying, as it is not independent.

Preferred:

  1. Experience reconciling two complete records of the same event.
  2. Experience writing findings that are narrower than the evidence supporting them.
  3. Reading knowledge of one language no longer in general use.
  4. No published work on the Bureau.

Conditions of employment

  1. United States citizenship.
  2. Favorable background investigation, covering the applicant’s full lifespan and the periods adjacent to it.
  3. Nonlocal historical duty authorization under Directive 4.1, obtained before the first assignment.
  4. HAEB Form 52-L, Chronological Nonresidency Disclosure, filed before the first assignment and again after it, with any difference between the two filings explained.
  5. Availability for duty dates preceding the date of appointment. Work performed before appointment is compensated at the rate in effect at the assigned date and is not creditable toward retirement.
  6. This is a testing designated position.
  7. The incumbent may not be the subject of an open Bureau case. The incumbent may be the subject of a closed one.
  8. Execution of the memory surrender schedule below, before the first assignment.

Required memories to surrender

The following categories are surrendered as a condition of employment. Surrender is administrative. Surrendered material is retained by the Bureau and is not returned.

  1. The outcome of any event observed during nonlocal historical duty that differs from the outcome in the Official Record.
  2. The name of any person the employee recalls who does not appear in the Official Record.
  3. Any recollection of a superseded revision of an event assigned to the employee.
  4. Any conversation held during a transit interval.
  5. Any knowledge of the employee’s own duty dates acquired before those dates were assigned.
  6. Any recollection of a return briefing not attended by a second employee.
  7. Two memories of the employee’s choosing, retained by the Bureau as evidence of good faith.

Employees who cannot identify material in category 1 are asked to confirm that in writing. The confirmation is filed in category 7.

Benefits

  2. Life insurance. Coverage begins at the employee’s date of administrative origin and is not affected by the date at which a claim arises.
  3. Annual leave accrues at the current rate and may be taken at any authorized date. Leave taken at a date preceding its accrual is charged in advance.
  4. Era clothing allowance, administered by the Office of Field Support. Items are issued, not reimbursed, and are returned on the same day they are issued.
  5. Student loan repayment. Repayment is calculated from the date the loan was made and is suspended during any period in which the employee is not present at the current date.
  6. Paid observance of the Bureau’s founding anniversary, on the date set for that year.

Employees assigned to nonlocal historical duty perform authorized work at an assigned date-of-duty. The Bureau does not travel.
