Overview

The Historical Accuracy Enforcement Bureau maintains the accuracy, continuity, availability, and administrative usability of the past. It has done so for 21 recognized centuries in service.

The chronology below is assembled from the Bureau’s own holdings. Each entry cites the record that establishes it. Where two records report the same fact in different formats, both are retained, because the Bureau does not rank its own holdings.

Approved chronology

1215. Earliest controlled property record

The Bureau’s holdings include a property receipt bearing the date 1215. The receipt acknowledges custody of one document and assigns it a retention schedule. The receipt is signed by the custodian of record, Employee 000.

The retention schedule cited on the receipt was adopted in 1987.

Filing history for the receipt is recorded under CASE HAEB-1215-17B, The Runnymede Filing.

1789. Commencement of service

The Bureau’s seal records the founding position in the form used on all impressions:

Serving the Republic Since 1789, Effective Retroactively.

The seal is the oldest continuously reproduced Bureau artifact. Under Directive 0.0, section 6, the text of a seal may not be altered to agree with a later record.

1906. Opening of the founding review

The Office of Internal Historical Affairs opened its review of the Bureau’s founding period by memorandum. The memorandum states the scope of the review in one sentence:

The Bureau was not yet founded at the time of this review.

The review remains open. The Office has been under temporary leadership since 1908 and has not established when the temporary period began.

1908. Statutory authority

The Bureau’s public founding date. Authority is the Continuity and Prior Events Act of 1908, as amended retroactively in 1791, 1963, and upon necessity.

The Act was transmitted to the Bureau’s holdings under a cover note reading:

Enclosed, the authority. Retain until ███████████.

The cover note is retained. The enclosure it describes is the subject of CASE HAEB-1908-NULL, Authority Not Found, which remains UNDER PRIOR REVIEW. Founding authorities verified: 0 of 1.

Requests for a copy of the Act are made on HAEB Form 0, Request to Establish Prior Existence.

1963. Service of the founding administrator

The staff directory records the founding administrator’s service as:

1963 to 1908.

The directory presents completed service in the order in which the Bureau became aware of it. No successor was appointed, because the position was not recorded as vacant.

The 1963 retroactive amendment to the Act was executed during this period of service, in both directions.

Note on date formats

The five records above report the Bureau’s founding position in five formats. The Office of Internal Historical Affairs has reviewed all five and attributes the differences to format, as follows.

1. The 1215 receipt uses a date field that predates the current date field. The value in the field is correct. The field is not.
2. The seal states an effective date rather than an establishment date. An effective date may precede the instrument that establishes it. This is ordinary in retroactive practice and is the practice the Bureau administers.
3. The 1906 memorandum states the condition of the Bureau at the time of the review rather than at the time of the founding. The two are not required to agree.
4. The 1908 Act states the year of enactment. Enactment and location are separate questions, and location is assigned to a separate office.
5. The staff directory displays completed service in descending order. Ascending display was proposed in 1974 and was found to change the record.

No further reconciliation is required. Under Directive 0.0, a difference in format is not a difference in fact.

The founding record

The Bureau’s oldest controlled matter is CASE HAEB-UNFILED-0000. Its status is PENDING PRIOR EXISTENCE.

The matter is not available at the public level of access. Indirect references to it appear in four public artifacts. Those references have been reviewed and are approved for public use. The withholding authority is also withheld.

The Bureau does not characterize a matter it has not released.

Anniversary observance

The Bureau observes its founding annually on a date set by the Office of Internal Historical Affairs. The date has been observed in March, in September, and, in 1974, twice.

The 1974 observance is recorded as a single event held on two dates, which the Office reports as full attendance.

Corrections to this page

No correction to the Bureau’s founding record has been requested by the public. Eleven corrections have been requested internally. Each was withdrawn on review, in one case before it was submitted.

No inconsistency has been identified in the Bureau’s founding record. The record is available in all five formats.
